This is really tough for me, but I've been wanting to write about it for some time.

First, I will establish some facts and personal background before I actually answer.

I am a victim of childhood abuse, both as a proven pedophile and as a perpetrator of child abuse. I have written extensively about this, some of which is in my profile. I am not a pedophile, nor am I anyone who has sexually abused or will sexually abuse children.
Pedophilia, or sexual attraction to prepubescent children, is a condition of some people, although estimates of the exact percentage vary. It is not something that someone chooses to be, and it cannot be restricted to them or outside of them. For all we know, it's likely that some people are born pedophiles and can't do anything about it.
Most sexual abuse of children is not committed by pedophiles, but by gardening abusers who target children because they are easy victims.
Now that we have addressed this issue, let's look at the targets here.

The current problem in our society when it comes to pedophiles is that we just demonize any pedophile. They make a great punching bag because anyone who is attracted to children is obviously a bad person, right? The fact that they can't contain their attraction is completely ignored, and we conflate people who are pedophiles but don't actually act on it in any way (including viewing child pornography) with those who do. Because of the stigma attached to pedophiles, there is not a lot of reliable research on it, and what research there is depends heavily on the subject of offending pedophiles. Because of the stigma of pedophilia, non-offending pedophiles rarely participate in research, so we have a limited sample size.

As a society dealing with pedophiles, the goal is and should be simply to reduce harm to children. In other words, the goal should be to do whatever it takes to reduce child abuse. If we look at it from this perspective, the answer to sex dolls that look like prepubescent children is that we should allow them if it ultimately reduces harm to the actual children. As for whether they actually reduce harm to children, we simply don't have enough data to say so. Similar to the overwhelming evidence that people who play violent video games are actually less likely to use violence in real life, and that as pornography use increases people are less likely to engage in sexual assault, we can infer that people are less likely to act on claims they could make about real children if they had some sort of moral outlet. It would make someone more likely to abuse a child. The main way pedophiles who do offend actually end up offending is by viewing and collecting child pornography. This hurts children and is wrong because you need to abuse real children to produce it. Therefore, having an outlet that does not abuse children would make it less likely that all pedophiles who fall into the trap of child pornography will actually do so. It also leads us to the logical conclusion that if we can produce child pornography without harming children, is that allowed as well? As animation gets better, this may one day become possible. These are all tough ethical questions that must be addressed.

The problem is that, personally, it bothers and disgusts me. The idea of someone using sex dolls that look like children and watching animated pornography that has sex with children is offensive (and personally triggers me). However, we must remember that we have a goal here, and that goal is: fewer children are being harassed and harmed. So if what bothers and disgusts us but doesn't harm any children leads to less actual children being harmed, I'm all for it. They should be allowed, and we should do more scientific research to make sure they actually do what we want them to do: make pedophiles less likely to offend. I would probably be in favor of having them prescribed by a psychiatrist or similar who would monitor the people who use them and make sure they don't harm real children. However, this is out of my cab.

Do they encourage and regulate a cultural climate that tolerates child molestation and pedophilia? Why or why not?

It would never create something that condones child molestation. There is no slippery slope here. This has been raised in countless other industries. Do movies and games that show violence condone real violence? All evidence suggests no. In fact, healthy humans are able to distinguish fantasy from reality, which is why we are able to enjoy fantastical things that we would never tolerate in reality. There is strong evidence that having these fantasies can prevent people from doing immoral things in real life. This is why rape fantasies are OK, but real rape is not. It will go on forever.

As for normalizing and condoning pedophilia, we need to normalize it because we need to recognize that pedophiles or pedophiles are normal and that they exist. We need to normalize their sexual behavior and help them not to act on it. This is very important. Normalizing sexual abuse of children is not something we should do (again, there is no evidence that child sex dolls do this). Normalizing pedophiles, acknowledging their attraction and getting help to prevent them from harming children is what we need to do. (That's what dolls do). In summary: As someone who was sexually abused as a child, I am willing to support anything that prevents another child from being sexually abused. If that means sanctioning and providing child sex dollsand computer generated pornography to pedophiles, then I support it. As long as it can reduce some crime I feel then this is okay.
