According to the Russian Bar Association, a stop list of citizens participating in casinos, online sweepstakes, and betting at bookies could arise in Russia. For May 19, the bill was passed during a meeting of the government commission on administrative reform's subcommittee on enhancing the control functions of government entities.
"The bill proposes the creation of a single list of people who refuse to gambling." In this case, citizens will be unable to put bets in casinos, bookies, or online sweepstakes. A person will be able to join a type of stop-list either voluntarily or when a court finds them partially capable or incapable. "In the latter case, a trustee or guardian will be able to make an application for a person's inclusion in the register," Vladimir Gruzdev, Chairman of the Board of Directors of the Russian Lawyers Association, told RBC.
The establishment of guardianship over a person, he claims, implies the limiting of legal competence. Legal capacity limitation, on the other hand, does not imply that a person has lost all of his rights; rather, it establishes control over his income and expenses. "When it is demonstrated that this person's family's bad financial situation was the result of gambling addiction, alcoholic beverage usage, or drug abuse," he continued, "the court has the competence to limit an individual's legal capacity."
According to Gruzdev, who cited data from the Supreme Court of Russia's judicial department, in the last year, the courts authorized 837 applications for persons with limited legal capacity.
The board of directors of the association also declared that if a citizen deliberately and independently sought to be placed on the stop list, he will be entitled to request removal from the list no sooner than a year later. "It is believed that, with the help of such a measure," he added, "persons who are addicted to gambling will be able to exercise self-control before the court considers declaring them unable or limiting their legal competence."
After conferring with the Ministry of Economic Development and the Federal Tax Service, the Ministry of Finance created the paper (which RBC has access to). It recommends giving Russians the choice of adding themselves to the stop-list in casinos, bookies, and online sweepstakes on their own initiative. A court decision may result in the blacklisting of the player's relatives.
