On the planet of reality, each time a scholar misses an examination, the recorded score is just a zero; although not in the outrageous world of NCLB, wherever every overlooked test matters as a negative number against the school. That is correct for pupils who move, that are stopped, that are in the hospital, in jail, and--I guess you didn't know this--parent refusals! There are many parents who for reasons uknown choose they don't want their kids tested in

NCLB. And we were all informed "Sure, parents can refuse." What nothing of us were told at the time was that the pupils "score" could however depend against the college as an adverse number. Every year because I retired I've helped with CSAP, the Colorado NCLB test, make-up exams. In 2010 the bunch of parent refusals was great and every single one can depend against the institution as a NEGATIVE NUMBER! Why might anyone try this? In the offing failure!

The CSAP (Colorado Scholar Review Program) test contains three topics: [e xn y] with 3 personal checks, Science with three individual tests, and Reading/Writing with 6 individual tests. Needless to say, that is spread out around a few days often in two various weeks. It is maybe not impossible that a few pupils get sick,

especially if something is available as occurred last year. Pupils often get ill throughout the test. Annually we find ourselves struggling to locate a number of pupils who overlooked one subtest that if we can't get it made-up may rely as a zero for your subject. The five British tests count for nothing if the 6th one doesn't get created up.

In the same vein, in case a problem has multiple parts--no incomplete credit. It is possibly okay or all wrong. Why would anybody produce these principles? In the offing disappointment! The test creating process is extremely expensive. From designing the test, making the test, circulating, re-collecting, grading, publishing studies, releasing these studies, and then functioning on the outcomes which can include shooting teachers and locating substitutes, turning schools in to charter schools, 

etc. And as it is a requirement that at least 95% of the scholar body--including 95% of each and every possible subgroup, like National Indian, or special ed.--schools visit great cost to employ people like me who is able to do the make-ups. These folks should be certified teachers and the colleges haven't any educators who can be free for the mandatory length of time.
