Currently , yes they are really better than Man Utd ( being a United fan it really hurts me accepting it) . In the past 5 seasons , since Sir Alex's retirement, Man City have really played better than Man Utd , won 2 Premier League titles( total of 3) , finished above United in the last 5 seasons.

Last season too Man city was really a class above United, with everything clicking for them. With all the players performing brilliantly, they finished 19 points above United , which really shows that they are really playing their best football right now.

But Man Utd has been England's top club , there's no doubting that. Winning the premier league 13 times . But post Ferguson era has been difficult for them.

If you see, collectively Man City still have miles to go to reach Man Utd's level in terms of trophies and legacy!
