Depending on the extent of the problem, and the particular cultural context, it may be necessary to limit the right to freedom of expression of certain groups, despite the importance of this right to the democratic process. This is regarded by the european court as an acceptable limitation of freedom of expression, justified by the need to protect the rights of other members of society, or the structure of society itself. This right allows you to discuss ideas with others who want to do so, to form interest groups or lobbying groups, or to gather together for the purposes of protest against decisions you disagree with. Perhaps such an activity is sometimes inconvenient for governments; however it is essential if different views are to be made known and taken into account. Today, in most countries of the world, women do have the vote but the struggle has been won only relatively recently. New zealand is said to be the first country in the world to have introduced universal suffrage, in 1893, although even here, women were only granted the right to stand for parliament in 1919.

An inclusive democracy today can only take the form of a confederal democracy that is based on a network of administrative councils whose members or delegates are elected from popular face-to-face democratic assemblies in the various demoi. Thus, their role is purely administrative and practical, not one of policy-making like that of representatives in representative democracy. Within modern-day representative governments, certain electoral tools like referendums, citizens' initiatives and recall elections are referred to as forms of direct democracy. However, some advocates of direct democracy argue for local assemblies of face-to-face discussion. The u.S.-based polity data series is a widely used data series in political science research.

Particularly important for locke were property rights, whose protection locke deemed to be a government's primary purpose. Furthermore, locke asserted that governments were legitimate only if they held the consent of the governed. For locke, citizens had the right to revolt against a government that acted against their interest or became tyrannical. Although they were not widely read during his lifetime, locke's works are considered the founding documents of liberal thought and profoundly influenced the leaders of the american revolution and later the french revolution. His liberal democratic framework of governance remains the preeminent form of democracy in the world. In july 2010, the un general assembly createdun women, mandated to coordinate the gender mainstreaming work of the un system.

A society of autonomous, rational, active, and moral decision-makers is more likely to produce good legislation than a society ruled by a self-centered person or a small group of persons who rule over slavish and unreflective subjects. Of course, the soundness of any of the above arguments depends on the truth of the causal theories of the consequences of different institutions. The basis of this argument is that politicians in a multiparty democracy with free elections and a free press have incentives to respond to the expressions of needs of the poor.

It may be the mere formal equality of one-person one-vote in an election for representatives to a parliament where there is competition among candidates for the position. Or it may be more robust, including substantive equality in the processes of deliberation and coalition building leading up to the vote. It may involve direct referenda of the members of a society in deciding on the laws and policies of the society or it may involve the participation of those members in selecting representatives to make the decisions. While most regions in europe during the middle ages were ruled by clergy or feudal lords, there existed various systems involving elections or assemblies, although often only involving a small part of the population. In scandinavia, bodies known as things consisted of freemen presided by a lawspeaker.
