When a city councilman is found murdered in his home, Horatio & the CSI team find themselves in the middle of an eminent domain case - involving the city appropriating peoples' homes so a developer can build a hotel on the property. Ryan Wolfe finds himself the subject of a complaint by a sheriff's deputy after he tries to stop the deputy from taking a family's property, and when Horatio checks further he discovers that his old enemy - Judge Joseph Ratner is the judge hearing the eminent domain case. Even more chilling is a young girl's body that turns up in a neighbor's yard, and the owner apparently was given full market value for it while other neighbors' values were reduced by half. Natalia Boa Vista comes under harassment by her ex-husband, and she discovers a chilling truth - the dead girl is Judge Ratner's biological daughter! Another link to the fiendish trial judge is discovered when the owner admits he was paid by the judge to kill the girl. Horatio arrests the smug judge in his chambers, and the young woman is given a proper funeral.
When a City Councilman is found stabbed to death, Horatio and the team find themselves tied into an eminent domain case and Ryan bonds with a teenager on the scene.
This case is referred to as an 'eminant domain' murder by one of the CSI workers here (Eric) which means, among other things, someone (a councilman) was found in an empty house which was slated for demolition by a city developer.

Have you ever noticed how developers are always the bad guys on television shows? They are always shown as heartless pigs who are needlessly evicting people, usually poor and of color. This is different in that fairly affluent white people are being tossed from a decent neighborhood from some bigwig named "Preston" who wants to make a (financial) killing. Along the way, writers put in a cheap shot against capitalism, too. (I wonder if they feel the same when they get their huge weekly paycheck?)

Anyway, Ryan Wolfe is the main man in this case, which begins with an interesting scene about "bloaters," people who have been dead for about four days and will literally burst from the inside out if a medical examiner doesn't "pop" them. It's gross, but it was interesting.

The story was okay; nothing extraordinary, and very computer-enhanced visually, but that's fine with me. I like the stylish look, even if it's obvious in some scenes (check the hues on the skies all the time). It's still, I assume, the most colorful show (literally) on TV. CSI Miami is always worth watching. This show was especially good. It deals with ordinary people hurt by eminent domain. Eminent domain is the process of the government sizing property for things the government wants to build. In the past eminent domain was used for things like roads and schools. It can to used to size property to be later sold to private owner for a factory or shopping center. The show was not preachy and well combined the pilot elements in a very good pilot. The main cast did its usual very competent job. David Carouse showed his greater degree of empathy and angst. Jonathan Togo showed a great sympathy with his willingness to square off with another character.
