I assume it would be easier if you describe your scenario, but not the implementation, but rather what you are trying to achieve.

I have a template where I want to show two drop downs based on two different views.Let's say Country and State. There is a relation between them and hence I believe a DCL can be created. But my dilemma is how do we create this DCL using idocscript. I am trying to use getViewValuesResultSet function but stuck on how do I coinfigure the second select dropdown based on the first.

Thank you for your reply. Can't do it in the standard way because we are not doing it in the checkin page. We need this for a custom page that we are creating.

Thanks in advance.
DCLs define relationship between two metadata fields. If that's what you are trying to achieve, you might be good to go just with standard includes (and perhaps, profiles). If you are trying to do something completely different, then the standard DCLs won't help you. Either way, modifying anything (a value, a option list for an entry field, etc.) based on an entered value has to be a client-side operation.
DCL is not about client-side coding, it is about a relationship between objects. The advantage of using the standard way (tables, views, relationships) is that by registering these an admin can adjust it, if needed, and it is data driven.
Is there any particular reason why you can't use the standard way? See, for instance, https://blogs.oracle.com/kyle/entry/creating_metadata_value_relati.

In a custom page you should be able to do whatever you want. Smells like javascript (client-side) is probable a better choice for you. Alternatively, you can re-use the standard constructs - take a look how the check-in standard page is built and incorporate the necessary includes into your own custom code.
3)I tried using the Idoc function getViewValuesResultSet as given in https://docs.oracle.com/cd/E28280_01/doc.1111/e26694/idoc_script_re... . But here too I am stuck on how to loop the two select lists.
1)I know it's possible with javascript/ajax but I want to avoid that and use the readily available constructs for this.
Any help or useful code will be very much appreciated.

2)I tried looking into the includes for checkin page.It seem's js_build_option_list is the include that I would need. But I am currently stuck on how to modify it for my purpose.Any help would be appreciated.
