1. The project will support four key components of digital development:
(1) Regional digital infrastructure: supporting more affordable high-quality Internet access for business citizens and government by stimulating the development of network infrastructure in the private sector and the provision of services at the regional and national levels;
(2) Regional Data Centers, Digital Platforms and Smart Solutions: development of cloud infrastructures and common data center platforms for the Government and the private sector in order to securely provide public electronic services to citizens;
(3) Favorable conditions for the digital economy: strengthening and harmonizing the regulatory framework related to the digital economy in the region, including in the context of the EAEU, developing policies and strategies, as well as building digital leadership, digital economy skills and strategic communications;
(4) Project management to support effective project activities and sustainable achievement of results.

The project will be implemented by the Project Implementation Department (hereinafter PIU) under the State Committee for Information Technologies and Communications of the Kyrgyz Republic (GKITiS KR). GKITiS KR acts as the implementing agency for the "Digital CASA-Kyrgyz Republic" project. SCITS KR is responsible for ICT policy - including in the field of e-government, and also manages several state-owned enterprises in the field of ICT (State Enterprise "Info-Sistema", State Institution "Transkom").

The Regional Data Centers, Digital Platforms and Smart Solutions component includes two subcomponents
2.1: Eurasia Cloud and G-Cloud Regional Data Center Network and Subcomponent
2.2: Digital Platforms, Shared Services and Intelligent Solutions, which target building solid technological foundations for the digital economy and digital government, including a regionally integrated infrastructure of collaborative data centers and digital platforms that can be reused regionally and nationally. In addition, the project will contribute to the development of a certain number of innovative digital applications for citizens / businesses, using a common digital infrastructure, platforms and data (including open data),

2. Objectives
The main goal of this assignment is to provide services to the SCITC of the Kyrgyz Republic for the timely and effective implementation of the Digital CASA-Kyrgyz Republic project by providing professional consulting services in the field of data centers, digital platforms.

Requirements
1. Qualification requirements

Excellent reputation at the level of coordinator, advisor or deputy / director (at least 5 years) in relation to donor-funded projects and / or in government organizations interacting with international financial institutions. The experience must be confirmed by three recommendations from the immediate supervisor (for example, employees of a ministry / agency or the like) - 10 points;
Experience in projects funded by international donor organizations, at least 2 projects - 10 points;
Work experience of at least 7 years in the field of ICT, as well as experience in creating data processing centers, organizing communication channels to them and digital platforms - 30 points;
Excellent analytical, presentation and communication skills, including the ability to convey high-tech information in a non-technical way to high-level government officials - 10 points;
Proven ability to view and prepare technical documentation in English - 5 points.
Understanding the role of investment and the private sector in the development of ICT, cloud and digital platforms - 10 points;
Fluency in Russian, English, knowledge of Kyrgyz will be an advantage - 5 points.
